There were actually two teams that would have incured a permanent penalty,  one was the Spirit Mountain Volcanoes, managed by Marc Hollingsworth.  This would have been a heavy penalty too.  But since Marc announced a month or so ago that he was leaving SPB IV at the conclusion of the season, the team will not incur any penalty, so as not to punish the new manager for 1981.
