9.B.  Teams Penalized between 10 and 19 games

	1. Their 1st Round pick will be lowered based upon their adjusted win total.

	2. This adjusted win total will also be applied to all subsequent draft rounds.
	
	3. Any team incurring a 10 game or more overuse penalty will not be included the 3rd Round random draw and will 
	   drop to the bottom of this round after all other teams have been randomly selected.
	   
	4. If more than one team incurs the permanent penalty, the team with the most over usage will pick last for 
	   Round 1 and subsequent rounds.
