12.E.    Free Agent Procedures

	1)  The SPB Rookie draft will be limited to eight (8) rounds maximum.  Past drafts have lasted as long as 12 rounds.

	2)  Following the Phase 2 draft, all teams will have one (1) week to submit requests for the remaining free agents.  
	    Waiver precedence will be based on the Phase 2 draft order. Players will be distributed one (1) player at a time 
	    using the above draft order until all team requests have been met, or until the free agent pool runs dry, 
	    whichever comes first. Only those teams with less than 45 players on their roster will be eligible to participate 
	    in the initial FA dispersal.

	

	3)  After the first wave of players have been distributed until the start of the season, teams may make a claim on 
	    players on a first-come first-served basis.  Teams that put a claim on a player on the same day will be decided 
	    by phase-2 draft order.  

	4)  Once the season starts, Teams will have until the 20th of each month to submit claims for any free agents available.  
	    The order of awarding players during the season will be based on the YTD team record at the end of that given month. 
	    Ties for teams with identical records will be broken by:
	    
		a) Run differential, with the worst differential getting the higher seeding. 
		
		b) Runs scored with the lowest number of runs getting the higher seeding.

	Claimed free agents will then be placed on the team's roster and sent along with the new database.

	5)  Player usage will remain intact if a player is dropped.  Teams picking up a previously-used player will inherent 
	    their usage for the remainder of the time they own the player. Players picked up are permanent property of the club
	    until released or lost due to usage or traded.

	6)  During any point, any team who has 45 or more players on their roster at the time of making a claim, must also 
	    submit the name(s) of the same number of players they are claiming for release. Teams with less than 45 players 
	    on their roster may submit claims for players without releasing any players until 45 players have been reached.
