10.E.   Lottery Chances

	1. Lottery chances for each team will be as follows:
		a) Team with lowest winning percentage-4 chances
		b) Team with second lowest winning percentage-3 chances
		c) Team with third lowest winning percentage-2 chances
		d) Team with fourth lowest winning percentage-1 chance
		
		NOTE: This will go into place with SPB I through III, and SPB V 
		as soon as their respective current seasons (1971, 1959, 1939, 
		& 1992) finish up.  This rule will go into effect with SPB IV 
		with the 1982 season. This rule will go into effect in SPB 100 
		beginnining with play of 1909, and in SPB 60 with the season of 
		1949.  The reason for a slight delay in SPB IV is that the SPB 
		IV draft order for 1981 had already been announced prior to 
		discussions and voting.
