10.C. Lottery Team Qualification
1. No team qualifying as a losing team can appear in the lottery for two (2) consecutive drafts.
2. A team must have a First Round draft pick to enter the lottery.
3. Teams trading a 1st round pick that would have made the lottery will loose it, as will
the receiving team, but the receiving team will be in line for an immediate pick after the lottery.
4. If a losing team would qualify for lottery inclusion but fall within the 2 consecutive season prohibition:
a) This team would exchange first round draft positions with the first non-lottery team.
5. If both losing teams were ineligible:
a) They would exchange places with the first two eligible non-lottery teams.
b) The team with the worst losing record would obtain the highest of the two draft picks.
NOTE:
This will go into place with SPB I through III, and SPB V as
soon as their respective current seasons (1971, 1959, 1939, & 1992)
finish up.
This rule will go into effect with SPB IV with the 1982
season.
This rule will go into effect in SPB 100 beginnining with play
of 1909, and in SPB 60 with the season of 1949.
The reason for a slight delay in SPB IV is that the SPB IV draft order
for 1981 had already been announced prior to discussions and voting.
